- Server listings live in `McpRegistry.Registry`; the `server.json` mapping is
`McpRegistry.Registry.Manifest`. Keep the API at `/api/v0` shaped like the
official MCP registry.
- Submissions from the web form, `POST /api/v0/servers` without a token, and
the MCP `submit_server` tool all land as `pending`. The publish token makes
