  - **NEVER mutate VCS state** — no `git commit`, `git rebase`, `jj commit`, `jj new`, `jj rebase`, etc.
  - **`git add` is the ONLY exception** — required for new/moved files (flake builds ignore untracked files). Never `git add` tracked files.
  - **All mutation is done by the user** via jj exclusively — agents only inspect.
